How can Miami Have that many players?

I've noticed Miami have 4 players on 10 day contracts. Bobby Jones, Kasib Powell, Stephane Lasme & Blake Ahearn. This is on top of the 14 players they already have. I thought 15 was the league maximum. How are they able to do this? Is it because Zo, Haslem and D-Wade have season ending injuries?

They've been granted 2 exemptions I believe, so they should have 17 player under contract.
