      If they started the clock when the ball was tipped, yes, time would have expired well before the shot had gotten off.

      The NBA apparently has some .3 sec margin for error, usually it works the other way. The REF, not some atlanta timekeeper, starts the clock upon the ball being contacted. Usually the clock will be about 3 tenths of a second late in starting. This time it was about 1 tenth early.
