Doesn't sound good, but I think MS is keeping quiet for some reason.

"Though NBA Inside Drive 2004 promises a new post play system, it's not apparent in the E3 version. In fact, the demo, which only features two teams -- Kings and Lakers -- doesn't show off much of anything new in the game. The controls are the same as last year, the moves seem relatively similar, and the graphics are only a slight upgrade. "

Re: ID 04 hands on from IGN
Here's the article:
May 14, 2003 - This is the third installment of NBA Inside Drive on Xbox and the first-party baller is hoping to excite gamers with new online play. The big MS gave ol' Air Canada the boot and brought in Shaquille O'Neal as their coverboy. Would the Big Aristotle bring a big change in gameplay? Not really.
Though NBA Inside Drive 2004 promises a new post play system, it's not apparent in the E3 version. In fact, the demo, which only features two teams -- Kings and Lakers -- doesn't show off much of anything new in the game. The controls are the same as last year, the moves seem relatively similar, and the graphics are only a slight upgrade.
That's not to say Inside Drive isn't still fun and won't offer some big improvements outside of gameplay (there are big things planned for the Franchise mode and there is XSN Sports online support), but there seemed to be nothing new going on the court at E3. There are things every game can improve on, but whatever Drive is doing seems pretty invisible.
However, if you've dug Drive from the start, then you probably won't be disappointed in the now-headed-to-live version of Drive. The possibilities of creating your own leagues and joining in Live tournaments is quite tantalizing, but the lack of on court improvement left me scratching my noggin.
We'll have more on Drive when there's a deeper, more complete version to jabber about.
I was hoping for some more improvements, but it looks like we will have to wait for a more complete version.

Re: ID 04 hands on from IGN
I wouldn't put too much weight on what IGN says about ID 2004. They were one of those reviewers that saw 2003 as a little improved game from 2002. That in itself tells something but IGN in general isn't much of a sports gaming site.Comment
