i have also been hearing that its very much the same as last year is this true i found last years to be very good but havent played this years thinking about getting it for only 20 bucks and i have 2k3 but i am leaning towards to getting id2004. so is id 2003 the same as 2002?

If it's gamplay that you're looking for, then ID 2003 is the best by far! No other b-ball title duplicates NBA b-ball like ID does. This is not to say that ID 2003 doesn't have it's shortcomings, because it does. But compared to...let's say NBA 2K3, ID2003 only really loses in the "Pretty" category.
Again, the gameplay is simply the best that I've ever played of any b-ball title!

The little buggy issues have made me run away from this game.
it's a great game but after thoroughly playing it for a few weeks, the little things made me mad.
biggest issues were lack of FT's.
