Is it better to have a low Offensive rating or high?

Its somewhat irrelevant either way. The true measure of a great ballplayer is what he does without the ball. Boxing out, playing contain defense, cutting, and screening are vital elements of a championship club.
The sum total of points, assists, and rebounds is meaningless. 'When' these numbers are recorded is all that matters.

High. It's points per 100 possessions in every instance. So if you're looking at defensive rating you want it low.

Unless we're talking about something else.

Well, as MJ and others have said
"Defense Wins champions, but you still got to score"
So i think a team somewhere in the middle (like the twolves in three years), all round offense, all round defense
