I'd say so.
Most complete- Player who gives you a little bit of everything you want at the position.
Best- Who is the best? Plain and simple. Despite having huge holes in certain areas and relying heavily on on just a few strengths. Who do you want?Comment

I don't think so either.
Most complete doesn't necessarily mean the best.
Dirk Nowitzki is the best PF in the league (I don't like classifying him into a position, because he's Dirk, arguably the most unique player I've ever seen in my life), because his offensive skill and leadership is so much better than anyone else's.
Most complete is probably LaMarcus Aldridge or Pau Gasol.Comment

It's a tough call. I like a player that is well rounded. I'd probably think Lemarcus Aldridge is the best all around.
I can't really say who's best though, all power forwards in the All Star game come to mind for different reasons.Comment

The two definitions you provided aren't really much different because you're going to have the fewest holes if your the best or most complete regardless.

After the Lakers won the title in '09 and '10, people were saying Pau Gasol. After the Mavs win last year, Dirk is all of a sudden in the "best player in the league" discussion, making him the best PF according to a lot of people.
Make up your mind's.
Oh and the answer is Kevin Love. But don't expect the Wolves to win the title anytime soon. Just give the man his props.
Who was the last guy to put up 25 PPG and 14 RPG in a season? I don't know, but I know who's never done it: Shaq, Hakeem, David Robinson, Charles Barkley, and Patrick Ewing just to name a few. Moses Malone is probably the most recent guy that comes to mind.
