By all accounts neither Jimmy Butler nor Paul George were really available at the trade deadline. Danny Ainge reportedly put the Nets' picks on the table but Indiana and Chicago weren't motivated to make a trade at that time.
To answer your question as to why nothing was done in the offseason to improve their flaws. I think to comes to what not wanting to invest in the current roster. No less than 6 guys will be off the roster after the season so why invest the cap space on the 2016-17 version of the Celtics?

I actually have watched a good amount of games so far, and have been pleasantly surprised with the refs approach (and the fact that it's been "pretty" consistent across them). We were talking specifically about swallowing the whistle on the ticky tack plays, and they all seem to be doing that. I hope it continues. I hear you on the squeaky wheel getting the oil, but considering the vets that Milsap and D12 are, they'd probably be better off just muscling up more. I think there's a better chance of seeing that.Comment
