From what I've read it sounds like a pretty empty threat for now. The Penn Station project would/will be the most expensive renovation in US history and there are zero funds for it so far. I know a decade is a good chunk of time to build up some cash but I don't know.
Penn Station apparently was built to handle about 200k people per day when it was built in the 60's, thinking that cars would replace rail and that number would be safe for a long time. That obviously didn't happen in NYC and Penn Station now handles 400k people per day, twice the amount it was designed to. And NYC's population is projected to grow quite a bit in the next decade.
So it sounds like the renovation has to happen sooner or later but it's probably 20-30 years away instead of 10. Who knows though..."You make your name in the regular season, and your fame in the postseason." - Clyde Frazier
