Define ducking as it relates to match making?

I have often heard people say that one boxer is 'ducking' another. While I understand what ducking means, but not all request by a challenger warrant a response. Some fighters have little to no accomplishments and simply putting them in front of a champion with a limited record is a injustice to the fans.

    What do you consider ducking?

Interesting. I did a "duck" type of search and came up with this Mike Tyson quote when Don King suggested he fight the "returning" George Foreman. Keep in mind this was "allegedly" said shortly after Tyson won the title in 1986. So put it at 1987 or 1988, the first two years of Foreman's comeback.

Mike Tyson: “I am not fighting that F-wording animal, if you like him so much why don’t you fight him?”

If it happened that would be a duck.
