I have both the PS4 Pro and XB1X, and any differences between the 2 versions seem minimal to me if there is a difference,but I'm not a top ranked player so maybe they notice things that I don't ?

The game is a joke on PS4. I play wired on PS4 and through wifi on Xbox and Xbox is still ten times smoother and quicker. I can deny transitions so much easier, my strikes feel so much faster, everything just feels a bit more crisp.
I'd go as far as saying that this game on PS4 is borderline unplayable for a high level in ranked.Comment

Honestly, this issue has been reported in all of the forums.Straight answer is, aside from the problem with fakes, nothing concrete has been confirmed.
I've played a lot of games on PS4 at work and haven't experienced anything personally.
I've asked our testers to take another look and pointed them to this thread as a description of the problem.
Edit: I've played a lot of PS4 Pro. Haven't played a lot of regular PS4 myself. But our testers are testing all platforms and I have to take their word on whether there are confirmed issues or not. We'll see what they come up with.

The fakes were busted but I don't see any other differences, nor do I feel a marked lack of response on PS4 as long as the latency between two players isn't excessive.
I play on a PS4 Pro @60FPS, 1080p, on a gaming monitor with 1ms latency, using the PS4 Pro's option to play directly over the USB wire (instead of Bluetooth) for even faster response time. I have Boost Mode on and Supersampling enabled, but the frame rate remains a solid 60FPS at all times.
I'm a stickler for "game feel", so if the standup felt off, I would notice and call it out, but it feels fine to me. Grappling is not my forte in these games, so I admit it might be a bit more cumbersome on PS4.
But for the most part the game feels fine on the Pro.

I used to think you were exaggerating about the difference but while watching some esfl fights I saw a few streams with 60 FPS. I would be very surprised if they went backward and stripped out 60FPS. The feature has been well-received and helps to market the high end variants of the consoles.
I'm glad you are able to see the difference it makes. I've been keyed into frame rate for a long time. I used to play Quake 2 online on my dad's crappy Gateway 2000 computer and I'd get destroyed playing at like 30-45 FPS. I got a graphics card for Christmas the next year (Voodoo 2) and the difference in fluidity was astounding. I could actually see things easier and react faster.
Frame rate makes a huge difference in games where you have direct control of the camera (all shooters) but higher frame rate will always result in a better game "feel" regardless of genre.
What's interesting to note (to me at least) is that NES, SNES, and Genesis games all ran at 60hz, or 59.9. Go back and play Sonic the Hedgehog and it's amazing how fluid the action is.
Check out 30FPS vs 60FPS Sonic (make sure to enable 60FPS in the YouTube quality settings, and make sure to play these both at the same time so you can compare in real-time):

Then when 3D graphics became a thing, "looks" took precedence over "feel". So we entered this era with the original Playstation and Xbox where developers were fixated on created vast 3D worlds, even if they ran like garbage and were plagued by pop-in.
So my point here is that if you've been gaming for a long time, then you got accustomed to 60FPS from the old 2D games. Then devs went backward with frame rate to accommodate 3D. I think for gamers who entered into the hobby during the 3D era, 30FPS was less offensive, because they hadn't become accustomed to 60FPS from the generation prior.
In any event, the difference in feel and playability for me in UFC3 is night and day. Can't ever go back to 30 now.

The lower response time means less "ghosting" on the display. You're seeing the most current image without any artifacts from previous frames.
As for the part of your response I bolded, I've never had that happen. I don't see how it's possible unless you are mashing buttons wildly or your controller is broken. Sometimes, due to severe online latency, inputs will not register properly (they'll register as null and nothing will happen), but the game will never play out an action that the player DIDN'T input. GPD confirmed this.
If you believe otherwise, I invite you to record your hands on the controller and the screen at the same time. Now, you could argue that the input queue is probably too long.
