    Make move levels matter more

Before I start I feel like in order for this to work move levels have to be rethought.
But I think if someone uses a level 1 move they should be more likely to miss a strike.

For example if they use a spinning heel kick that’s a level 1 rating it should have a fair chance of missing its target regardless of the opponent slipping the strike.

...No. That's what the accuracy stat is for.

IIRC Move Levels affect stam drain (from using the move) and damage.

Accuracy is only active when someone is doing something defensive, I think he meant a just straight up not landing clean sometimes when there is no defense. I mean that could work but every fighter levels would have to go up on the strikes they land, and down for the ones they don’t use much. Might help make people feel more unique like if a guy has a trash uppercut it would be harder to use, and the player would have to pick their strikes better because of that risk.

        That's a much better response.
Would help with certain shots landing x amount of damage.
