When you create a fighter outside of career mode, are you maxing out his stats during creation? Because in career mode, he starts with nothing.

No - you get around 3000 points which is VERY limited. The 3 skill points are even worse, they don't give nearly enough.
The best thing is to go through career and get as many points as you can and then copy him over in the LOAD CAF menu and then you can edit everything and make whoever you want.
I don't make super CAF's, but I like to be able to make guys who at least have something near what the real fighters do.
