How are matches like these sanctioned???

Depends on the specific state's Athletic Commision rules. Every wrestling event has at least one rep. from the state atheltic commision that can do physicals on any wrestler at any time.

Take Maryland for example. Blood is a BIG no-no with the MSAC (Maryland State AC). That's why there isn't any bleeding in Maryland when WWE comes by. Different states, different rules.

Of course, enough money allows you to do anything...

the pure psychology there was flat out amazing...and I'm not sure i've seen a more hardcore match, blood wise and all that...they redefined blood in WWE

I remember back at The Great American Bash '88, NWA World Championship Match.....Lex Luger has Ric Flair beat in the Torture Rack for the win and the NWA World belt, but due to Luger's excessive bleeding the match was stopped. I'll never forget how bummed out I was at that moment being a huge Luger fan.
