CPU AI, Moves, and Submission Finishers

I am having a hard time getting CPU wrestlers with submission finishers to end their matches with their finishers. It's vital that the CPU work it's opponent's body part for the move but... they don't.

Even when I try to load up a wrestler with moves to support its finisher, I see them often ignore them. One would think the AI could understand that if it wants to win the match with a figure four leglock, for example, that it needs to work the legs. Except it doesn't. At least not in my experience.

Any thoughts, ideas, or suggestions out there?

I've watched a ton of matches and those outcomes seem to be few and far between for me. I'm not saying it NEVER happens or will never happen but I'd definitely like to see it more than it does. I have had a bit better luck by editing the movelists to feature more moves that work the relevant body part but more situational awareness by the CPU would be nice.
