1-First thing I did was make sure I had all the brands I wanted. Raw, Smackdown, NXT, WCW, AWA, ECW, TNA, ROH, or your own custom one. Make sure you have it created if you intended to use it.
2-Assign all your superstars to the rosters you want. I kept mine at 30 superstars per roster(I also had 8 divas-3 total rosters: Raw, Smackdown, NXT....4 if you count Legends). The less guys in the roster seems to be the best. Too many and you tend to get some weird matches and non stop things you just dont want. Ive read people going as low as 18-20 and as high as 40. I found 30 to be good for me.
3-Create your schedule. I have Raw as a major show on Monday with Heat as a Minor on Tuesday(usuing just the Raw brand for both). Smackdown has a major and a minor. NXY just has one show, and I have Veloicty featuring matches from all 3(where you can only have 2 brands represented per show, you'll have to just manually book matches for other brands if you want to include them). Set your titles you want. If you want seperate titles for each brand, do so. If you want all your brands to share the same titles, feel free. Just keep in mind, if you have the same title on 2 shows, you will most likely have guys from one show on another....Make sure you do your PPV's as well. Again, totally up to you. Have one a month with every brand. Have 4 a month with 4 seperate brands. Its all in your hands.
4-Teams. Set up all the teams you want, and eliminate the ones you dont(doing this early will help save some time down the line). You can edit the entrances now if you want, or at a later time.
5-Edit titles. Once you have your brands, shows, rosters, teams etc set up..edit your title holders. Feel free to go in with whats already there, or hell, make Yoshi Tatsu your WWE champion. Also, you can add all the titles in the game that you want. I have the European, TV, Cruiserweight, Light Heavyweight, and Hardcore all in play. Just keep in mind, Universe doesnt track them, so you'll have to remember things.
6-Allies/Rivals. Set up each superstars allies and rivals. I chose to go brand by brand instead of all at once. It helped me remember who was on what show adn who I wanted fueding with eachother. Again, if you have allies/rivals that are on different shows, they will most likely appear on a brand that isnt theirs. I also took the chance here to set up heel/face status.
7-Edit attributes. This one is completely up to you(well, so is everything really)There are some good attribute editors online to make everyone on a little more of a realistic playing field. In addition to this, feel free to edit your sliders.
So theres my advice to those looking for it. Again, take it how you want it.Saw a few people looking for advice in other threads so thought I'd try and help here.
