I don't know about a full move list, but here are a few moves that he needs to have off the top of my head.
Grapple - Short Arm Clothesline - Use the Triple H one - set as favorite
Running - Knee to the Gut - Not sure exactly what it's called, but it's the one where he knees the guy coming off the ropes in the stomach and the guy flips, may be in running counters?
Give him some low blows / eye rakes
I'd give him Sleeper Hold #3 as a back grapple.
Finisher - Pick out a good DDT, there are like 30 of them in the game. Maybe use two different versions, one for each finisher?
I would give you a more comprehensive movelist, but it's been awhile since I've played the game, so I don't remember what all is available. Just try to use as as many older moves as possible, backdrops, scoop slams, forearm to back, standing backbreaker, and any move that looks mean.Favorite Sports Teams

they got one of his DDTs wrong. DDT 19 has the opponent flopping over slowly, and it looks like a Val Venis Spike DDT. DDT 20 is good though. For the other finisher use DDT 10 (The Raven Effect) as the opponent goes straight into the mat (it's also appropriate because Jake Roberts trained Raven, taught Raven the DDT, and Raven has a DDT finisher because of Jake). Here are some suggested edits to his other moves:
Attack: All Billy Gunn Jabs, except for the Down Diagonal Toe Kick
Taunt: Raising Arm 4 X 4
Signature Grapple: Short Arm Clothesline
Quick Grapple: Change Body Knee Strike to Snuka Jab
Back Grapple: Sleeper Hold 3
Running Attack: Regal Running Kneelift
Favorites: Billy Gunn Jab, Snuka Jab, Regal Running Kneelift or Eye Poke
Combination Moves: Billy Gunn Jab X 3Comment
