Same reason WWE will "give away" a big match right before a PLE.

Also, AEW has been going with the "dreaded" 50-50 booking a lot more over the years (or when I was paying attention).

Probably gonna give one guy the win (maybe Mox with heel shenanigans involved) and the other (Omega) the payback win at the PPV.

AEW have given away big matches on free TV since the start. They just also happen to be old school with fewer PPVs. Those two things don't always go together or make sense. They're definitely at the point where PPVs feel less special because they've given out so much for free through the years. It's the WWE model and they just have to do it, I guess. The TV rights are what pay the bills.
