Allies and Enemies list reversed this year?

In previous years, when an ally/enemy was level 5, they were the "best" or "most heated" for that wrestler. This year seems it's been reversed. If I look at pre-created tag teams, all their tag partners are Level 1 and so are the enemies. You would think these would be Level 5, especially for "New Day".

Has it been reversed this year?

I've been awaiting an answer on this same question for months.

The best I could find through research is:

1 is the closest ally, and 1 is the most heated rival; while 2, 3, 4 and 5 move in the respected directions.

BUT, when you go to load those in, it starts you at 5.

I dunno.

It's very confusing. Another example is The Brothers of Destruction. Kane is #1 followed by the manager at #2. So I do think #1 is the most relied upon / most hated spot.

I don't think this has ever been understood for years. Could be the naming and order display as well. It should be displayed as 1, 2, 3, 4, 5. (Left to right)

Anyone figure this out? I was just editing the allies and manager. The main manager seems to be the highest level now. For Kairi Sane, Asuka is a level 3 manager and listed as main manager.

Does this mean that an Enemy of level 5 is most hated? When you look at the default by 2k, especially tag teams like the Kabuki warriors, the allies seem to start on the right. By default, Iyo Sky is level 1, with Asuka at level 2 and Kai at Level 3.

So maybe managers go by highest level first, but allies and enemies are lowest level is the worst/best.

So confusing.
