    A few new interesting rule changes

    1st one is college:

    The rulesmakers will now allow a prospective tackler to be within two yards - also known as the buffer or the "halo" - of the kick receiver.

    "Coaches were very much in favor of the change," said Herb Deromedi, athletic director and former head football coach at Central Michigan, a member of the rules committee. "Now the decision is in the returner's hands."

    A flagrant foul can still be called for violent contact.

    "The two-yard restricted area provided a sense of false security for the kick receiver," Deromedi said. "Eliminating it will not reduce the safety of kick receivers but will clarify what to expect."

    Kick returners are still permitted enough room to make a catch - and cannot be hit if they signal for a fair catch.

    No longer are teams allowed to stop the clock in the final 60 seconds of either half by intentionally grounding the ball. The penalty is to run 10 seconds off the clock, unless the offensive team elects to use a timeout.
