Why do my DBs not always bump the receivers when I tell them to?

Very frustrating to have them seem to randomly not bump receivers. I know some routes can't be bumped, but sometimes this happen on slants and 9s, which makes no sense. With all the legacy issues being addressed, I would hope this one gets fixed as well.

And the secondary doesn't play outside or inside when you shade them that way. Also defenders in zone still backpedal even when the ball has already been thrown to a receiver in their area

Are you in zone coverage when you ask them to press?

A lot of the press coverages are built into the call like 2 man under will jam automatically. I don't know of any zone call that will press other than cover-2 but a lot will show press then bail.

Theoretically, the "X" receiver, the receiver who must line up on the line of scrimmage, should be able to be pressed. As you mentioned, there are a few routes in Madden where this is not possible. The Z and slot receivers are not as easily pressed because they are backed off.

I only play 2 man coverages in Madden. I play 2 Man Under and make sure to shade underneath. You will usually see an auto press here. Also, I play Cover 1 Hole, man align, manually press, play over the top technique and shade my safety over the X receiver so I don't get smoked on a 9 route.
As a result, I see alot less sliding, unless receiver is running a comeback route. Outside shading will ensure you don't press at all and not get beat deep. Inside shading does not appear to work at all.

I read an article awhile back that shading has been upgraded. We will see.
