    M17 - Stop CPU control

I just picked up Madden 17 for PS4 and I'm going to have to ask this because I'm not understanding. I've just read a lot of different posts on 32 team control. I don't understand it but feel like I've gotta go and create those 32 users to see it in action.
I haven't played Madden in years. All I want is absolutely no transactions or injuries. Of any kind. Opening day roster and that's that. I started playing sports games like this two years ago and after being an intense roster updater, I've never had more fun in my life playing all my sports games. But I tried a mock and it didn't work. I only controlled one team, started in the Regular Season and right away a whole load of transactions even though I said no trades, injuries, etc.
From reading around a lot, is it that even with control of all teams I STILL can't ever stop the game from doing preseason transactions? I don't mind having to redo the depth charts. But is it impossible to get to the first week without having transactions happen??

Please help me figure this out. There are SO many posts dealing with the control of the teams but by people who still want to see moves and trades.

My recollection was that as soon as I started and selected my first profile the game made transactions (Luke Willson to the jets for picks, etc). Make sure to set everything for your control in the game settings. Since you control all transactions take a screenshot of the NFL transactions that occurred if any then go back and re-trade them to their correct teams. As you can sign players to the practice squad do that or the game will just sign players across the league. Otherwise there were no transactions that happened in my league that I didn't initiate and accept. At the end of the season the game automatically signs your practice squad players. If during the season you try to resign a player and he wants to go free agent, just don't sign him to any team then in next preseason sign him to a 1 year deal to the team you want him on. Only thing I couldn't control is retirement.

...wait, you have to sign practice squad in the game now?? Man, talk about over-complicating things. I mean, fine, have it as an option but, come on!
So even at the very beginning setup screen for the franchise, it will already be making transactions? Before the franchise has even begun? Can't I control every team before that happens? The thing is, I won't ever play a second season. I'll only restart from the same place, so I want no picks, no progression, no injuries, nothing.
It would be cool to see the score ticker live as I play with the one team I will play with though.
