There’s 2 options you can do I’ve done it for years now.

You can create 31 extra PSN names it’s free turn on console sharing and all extra names can play online for free. I had to make the extra names over the years when I ran a online league I just used gmail.com

Yes it’s time consuming but once your setup your good for years. You can easily put a team on auto pilot go play them etc etc.

What I like about filling the league up with extra PSN names the CPU Ahas no control and do ridiculous cuts or trades etc etc.

Now if you don’t wanna go that far in depth option 2 is you retire from 1 team go to next team set the team up etc etc and switch back or u can play on this team.

As far as classic rosters go u I’ll need to do option 1 so u create the old coaches schemes etc….

Now when doing things either way you can choose the CPU uniform on matchup screen if u put team on auto pilot or drop name off.

Yes u can only carry 16 teams on ps5 at a time. All u gotta do is use the option to just sign in not add account on system for the other names.

Now you can’t select other teams playbooks like the 2 controller work around but if u had a friend or someone to play with then u could use the other playbooks on both teams.

You can make your Franchise private and run it just as you would as it's offline with the custom unis and stadium as well as rosters.
Most people who prefer offline do it for 32 team control. I prefer it for having multiple save states of the same franchise. I make a lot of roster edits. Most I can do in the main menu, but I have to do some after starting the franchise (contracts, traits/xfactor). So to save time and not have to do that again in the future I set that up all at once in one franchise file at the start, then save under a different file name going forward. That way if I ever want to start a "new" franchise and do something different, I can but I don't lose all that initial setup work.

I started a Teambuilder franchise anyways but I don't think I'll do much with it for that reason. Probably just make a custom uniform match of what's in game, and wait for the mod team to figure the modding out. At that point I'll make some custom uniforms for the Bills and download some nice options that other people make. Hoping for a Redskins one, and hoping that the Falcons set from M24 gets ported to work in 25.

I gotta have ps+ in order to make an online franchise even if I'm the only player. I don't play online enough to really justify having a subscription all the time. So I'm kinda bummed it's a feature that I can't really use or engage with.
