I just checked in with a friend who works for a big gamestore in Austria. These guys are reliable sources and completely trustworthy when it comes to game infos.
I hope you believe me - I have no proof of that - I can just speak out of experience.

From what he's gotten from EA so far, there really are 2 release dates - being the 14th and the 28th, as you guys already pointed out.

Nobody actually knows why EA did this or which one is the "real" street date for Europe, but that's how it is right now - they have it listed for the 14th and it seems that this will probably be the actual street date.

Another thing he got from EA was that Madden 10 is definitely going to be region-locked. So no playing NTSC versions on PAL systems.

i preordered the game yesterday at my local gameshop in germany, he says he will get it on the 14th.

Update on the Region-Free topic:

Rob, Madden's community manager has just told me that Madden NFL 10 will be region-free again.

His words were "I wouldn't imagine anything has changed in that regard since last year."

does that mean imports would work on a uk 360? I'm not actually planning to do this unless the game doesnt come out on the 14th though..

yes imports would work on a PAL 360.

well I just pre-ordered my copy from gamestop. I trust EA that it will be region-free.

He is right, why should they have changed it from last year?

It seems most places have the 360 and PS3 versions for release on the 14th (including Amazon UK now) and the PS2, PSP and DS versions on the 28th.
I would think some retailers are just getting a little confused. Pretty sure it was the same last year, could be wrong though.

As Papi34 says Amazon UK have just changed tonight to 14th Aug..when I checked earlier this evening it was still listed as 28th.

Gameplay still have it listed for 28th, but they're the only ones now that have it at this date, all the other retailers seem to have it at 14th.

The fact that Amazon have just updated tonight would suggest that the 14th is looking ever increasingly like the UK street date.

Went to Game today and they had a notice up listing Madden as releasing on 31st July....now, I didn't get too excited as I know the score....but I enquired anyway. They told me they were expecting it this Friday but we told on Tuesday night that it was delayed until 14th....definitely the 14th I asked...yes, was the reply.

All retailers now seem to have it for 14th, so a global release is looking a certainty now.

Last year was cool, but I still got it after everyone in the US cause of the staggered release.

This year, we'll be some of the first playing it!

Does the Euro release have all the same features as the US release?

No. They use a points based system to determine the national champion. For example, Tennessee would be crowned national champion. No playoff system over there. I pick up a European copy every year for this specific reason. I like to trade off between the two versions. Also, no salary cap for players. A transfer market is in place, purchasing players and picks based on the amount of money each club has in chest. Check out a few European gaming publications for more information, I could go on and on.
