no, it is a live ball. you can down it in the end zone if you haven't left the end zone. you can't run into the end zone and take a knee.

I don't know if you can do it this year, but on NCAA 2003 when I was first learning how to play I would fair catch kickoffs and the announcers would say something about it being "baffling."
