I think teams can hire a head coach whenever as long as they comply with the Rooney rule first.

The divisional round restriction I believe only applies to soliciting interviews with coaches and coordinators who are already employed by other teams. If that's correct, then in practice the new rule will prevent all external hires until after the divisional round — and that's admittedly like 90% of all NFL HC hires — but it doesn't stop teams from promoting from within or hiring a coach who is not currently employed by an NFL club.
