        It looks like a render in 3D Studio Max, not really in a game. Just a 3d Model with some decent materials work.

                                They take the car from within the Nascar 2003 game and then enhance it a program like what Brent described above. There were a couple of programs that would do all this for you with 2002 and I know one has been converted but I do not know where the link is for it.
