I would really like to know how to do that.There is no place like Nebraska
Dear old Nebraska U.
Where the girls are the fairest,
The boys are the squarest,
Of any old school that I knew.
There is no place like Nebraska,
Where they're all true blue.
We'll all stick together,
In all kinds of weather,
For Dear old Nebraska U!

Go to http://www.jasc.com and download the free trial of Paint Shop Pro. This program is VERY useful for painting cars (Adobe Photoshop works as well).
Go to (Insert web site here .. hell, just Google it.) and download car templates. Don't worry if the car files are in Photoshop format, PSP can still use them. (Reminds me .. I need to find some templates myself!)
Open the template in PSP. Go crazy! Use Car Viewer to make sure everything lines up right (make sure you have the right chassis, too).
Once you are satisfied with your car, save it as a .jpg file (and a .psp file if you want to edit it later) in an accessible folder. Open the .jpg in Microsoft Photo Editor and save it as a .tga file. Copy the .tga file to (Path to N2003)\exports_imports
Go into N2003, click Opponent Manager. Choose "New" (on the right side, below driver information) making sure you choose the chassis that your template corresponded with. Put in your filename. Click "Import" at the bottom right, select the .tga file that you put in the folder, click OK. BOOM! There's your car, ready to drive (might want to enter your personal information, though).
