what is that used for...is it to copy ps2 files into ps3 files? or just ps2 files onto a ps3 so you can play ps2 games on it?

It converts the saves from your PS2 memory card into a format that can be read by the PS3.

You buy that adapter, plug it into a usb input on the PS3, create a virtual memory card on the PS3 (see manual) and then copy the files from the PS2 memory card you inserted into the adapter.
