Xbox 360 Arcade Console

Guys/Gals,
I will be getting a 360 for my brother for his housewarming gift. His first house.With that said I don't have a ton of money to spend. Does the Arcade have everything the Pro console has minus the HD???? I was going to get the arcade version and a HD on Ebay or something...HD are cheap over there.. Any advice would be great

Minus the headset and network cable too. The AV cable that comes with the Arcade is standard only.
