I don't own a PS3 personally, but I am 99.99% sure the answer is yes, given that one can download patches on XBOX Live without a Gold account. I'd imagine that Sony would have a similar policy.

Yes, as long as you have the game in question and a connection to the internet from your video game console.

You can't download a PS3 or XBOX 360 patch from a PC without some serious chicanery. Unrelated, are you sure you weren't looking at a mod website (i.e. something like this modification which puts college basketball teams into NBA 2K11 on the PC?

Yes. PS Plus has nothing to do with patches. Its more of something you can get free games and such. PS Plus only adds. It doesnt take anything away.
        MLB: Texas Rangers
        Soccer: FC Dallas, Fleetwood Town
        NCAA: SMU, UTA
        NFL: Dallas Cowboys
        NHL: Dallas Stars
        NBA: Dallas Mavericks

First, no, you do NOT have to be a PS Plus member to get dl's, patches, etc. Plus is simply a service that offers extended demos, free PSN games, etc. It has NOTHING to do with playing online or dl'ing rosters and patches. Playstation's online service has been, and is completely free. Again, Plus simply offers extra stuff like discounts on Avatars, games, etc.

Second, dude, welcome to the site, but... it's "the" not "da", lol. That was a rough post to read... not gonna lie.
