Yes, that's usually how people do it: set their brother's console as their home console, then stay signed into their console. Usually, the other person then does the same thing: set your console as their home console and stay logged into theirs. Then you can effectively "share games" provided you have a working internet connection.
The downsides are exactly what you mention.
It's not much, but I can offer your brother some free digital games that I get as an employee (and I haven't redeemed for myself). Would he like any of these until he gets some more money? They aren't great, but it's not like I'm offering you Lococycle
