The PC gaming platform also has a dearth of development tools available for it and has been available for many decades. They also don't have to deal specifically with Sony or MS for release policies.
High budget PC games still take years to develop - the only difference is that on PC the new trend is to release your game unfinished at full price and call it "early access". Be glad you don't have to deal with that on consoles.
So yes, this generation is much easier to design for - that still doesn't mean games can instantly appear in 6 months being a quality finished product that people will want to pay for.
