Well, framerates actually has a lot to do with the quality of a game. A poorly made game will have stuttering or spiking fps. Meanwhile, a game that is made well, will have steady fps. Steady fps leads to smooth gameplay. So saying that it's arbitrary is just asinine.
Do you want a game that goes from 30fps, down to 18fps, up to 25 fps, back down to 20 and then up to 30 again? No, because that wouldn't be good at all. Bordering on unplayable, imo. So fps has a lot to do with the quality of a game.
If you'd have said that framerates has little to do with making a game more fun, I might have been more inclined to agree with you. But you said that is has little to do with the quality of a game, which is just asinine.
