I can easily tell the difference.
In games that require precision of control (most FPS games, most sports games, racing games), 60 FPS is basically a requirement for entry.
However, to play devil's advocate, I think that there can be artistic merit to locking at 30 FPS for certain games; it does create a bit more of a cinematic feel similar to something you'd see at the movies. I think this would work best in games with fewer true action sequences which require constant player input; a turn-based RPG like Final Fantasy, for example. Maybe even an RTS, if anyone ever figures out how to get one working well on a console.
