PS4 Sub Account question...

I recently purchased a 2nd PS4.

As I did with the PS3, my kids will play on this PS4 using their sub-accounts.

They are unable to play any PSN downloaded games using the sub-accounts. Is there a way to give them access? Anyone else use sub-accounts this way?
