I'd go Ryzen 1700, the extra cost for the 1700x doesn't equate to the same bump in performance. So for the best value to performance, I'd go 1700.
Intel vs AMD will always exist and up until the Ryzen series I would of told you go intel. Their single core performance always beats out AMD's and the i7700 is no different. The one big drawback for me with the i7700 is it only being quad core. When streaming I'll have many different programs open and those 8 cores will help out. If you plan on doing some video editing then it will benefit you also.
Either way you go, I7 i7700 or Ryzen 7 1700, you will have a kickass processor which will be more than enough power to handle anything you throw at it for a nice long while.

The only "must have" I'd highly recommend is a good monitor with a low response time. Once you game on a good monitor at 100+ frames per second, you might never start a console again. Its buttery smooth, then you combine good audio and it becomes the ultimate station to hang out.
