Gmail is open publicly...(meaning you register and thats it, invitations have no purpose now)
I believe one can only sign up via mobile phone.. As far as I know invites are still the only way to create regular accounts online. Invites are very common and distributed generously now though, so getting an account should be easy for those interested.
The mobile thing isn't too reliable. I tried to get a gmail account the other day and they never texted me the invite. As far as I know, the only way to get an account is to be invited by a current user or texted by google.
I can't believe how much I love Gmail. I use it as my primary email, and I don't even use an email client. Its so easy to use and has so many features! Love it

Initially, I assume it was the exclusivity of having a GMail account. Invites used to be hard to come by, and I remember trading away a good AIM screenname for a GMail invite, only to be screwed by the other party.
Now, invites are so common, it's mostly a matter of asking for one..
As for when non-invite registration will open, I am not sure. GMail is very nice though. Labels + Archiving works wonderfully.

I believe the purpose of it was to prevent spamming bots and whatnot
