if it's a DVD, you can use a program called DVD Audio Extractor. It's a try it before you buy it program, so you get 30 days or so. I converted a lot of concert DVDs to CDs with it.
If it is just a video file on the computer, one easy way is to use the sound recorder that comes with Windows. Set your Windows volume control to recording under its options and make sure the Line In setting isn't muted, then open the Sound Recorder and start recording when you play whatever you want recorded. When you save it, make sure you save it in Stereo sound rather than mono. I think it only saves in wav format, but you can use a program like CDex to convert it to mp3.
That's one way, I'm sure their are some shareware programs out there that can do it too.
