If I had to pick between those 2, I'd go with the Westinghouse. For $700 bucks, you're going to be looking at about a 23'' LCD HDTV. I believe Best Buy has the Westinghouse 27'' at $700.

Here is what CNET says about it.

        CNET product brief

        for Westinghouse LTV-27w7 HD - LCD TV - 27"

Description: The Westinghouse LTV-27W7 is a 27-inch, liquid crystal display television. Compared to other liquid crystal display TVs on the market, it is very inexpensive at around $695. This unit has an LCD display, which is generally the best kind of flat-panel screen for viewing in brightly-lit rooms.

Pros: This TV supports Picture-In-Picture, when connected to a VCR. With built-in HDTV compatibility, this TV set can display images that are significantly sharper and more realistic than regular television, as long as the source is high definition. (It can easily render standard-resolution digital TV broadcasts and also depict the full resolution of widescreen DVD video.) The 3:2 pulldown feature of this set reduces artifacts that can occur when motion pictures are transferred to a digital format such as DVD.

Cons: None noted, given available product data.

Suitability: Made for those who want to enjoy an ultra-sharp picuture from an ultra-thin TV.

Value: In view of its very inexpensive price, this TV has great features for the money.

Just for the heck of it, I bought this TV over the summer at Best Buy. Not a LCD HDTV, but it's a Samsung Slimfit Widescreen HDTV. It's a CRT TV, and right now Best Buy has it for $629.

Don't think its what you're looking for, but this is a great TV for the bedroom. Which is what I use it for.
