Yeah, "I Don't Wanna Stop" is a dumb song imo but I'm willing to give the rest of the album a listen.

Re: Ozzy Osbourne - The Black Rain
Ok... Where to begin? This album kicks major ****ing ***! From the opening note to the final note, this album is great.
Zakk seems to be kept in check to some degree to keep this from becoming BLS with guest vocalist Ozzy. As there are many spots on the album that you could just feel a solo coming, only for it to never come. That isn't exactly a bad thing either. It makes the few solos that Zakk does rip a lot more ear-catching.
The album has a very political point of attack, but it isn't so straight-forward that people who hate political music will hate it. It uses a lot of imagery and metaphors for beliefs.
Ozzy can't sing, and everyone knows that, but his voice isn't a detriment to this album. In fact, even though he can't sing, his vocals are still somehow appealing. His writing on this album is as good as it's ever been. I'm not quite sure how much of it he actually wrote, but only one song comes across as a song that you can just tell Zakk wrote(it's a piano ballad love song).
While it has a very political point, there is also a few good love/endearment tracks on here to change it up from time to time. The very best one being the last one.
Overall, this album is IMO the BEST rock album of the past 4-5 years, bar none. It is just very well written and played amazingly on top of that. The one thing this album was missing was a nice melodic solo from Zakk, but missing that doesn't take a damn thing from this masterpiece.
Grade: A+++++++++++++++++++
I think with the addition of Zakk, it has made this album that much better. His solo's are so badass that now I really want to check out some Black Label Society since I have never given them a chance.
Yes, this album is very politically driven just like the new Megadeth album, United Abominations. Both albums are so well written that some might not even notice the political undertones, but they are there. Like you stated about the slow songs, they are very good and well placed on the album.
If your an Ozzy fan or even a hard rock fan, I highly recommend buying this album.
I wish this was the cover of the album, but it is not.
This is the cover of the actual album:
