        The Rangers spend money though... just not on the right guys. I would say they have had a bad franchise... but not the top 10 worst.

            No New Orleans Saints = crappy list. Until a few years ago this team had never done anything. Tom Benson is finally starting to spend some money, and they have had some draft picks pan out as of late. In the past the Saints would draft a player and after a couple of years he would leave, and he would be a Pro Bowler for his new team.

                I guess you've never heard of the Dome Patrol but yeah prior to that and for awhile after the Saints have been horrendous.

                      They never had a great offense. There were good guys but if they would've had a offense like the Steelers did when they had the Steel Curtain, everyone would know about the Dome Patrol.

                            I don't know if you saw but the NFL Network named the Dome Patrol the greatest linebacking corps of all time.
