Can not connect to a public WiFi via laptop

Hi there, when I'm on my laptop, I have a hard time connecting to WIFI when I'm at a sandwich shop that will remain nameless. Below is the error message I receive instead of being taken to the web.

Now, at this same shop, my phone connects just fine. So it would seem like the issue is with my laptop and not with the WIFI being provided. But wait there is more.

Even more interestingly, this same laptop connects just fine at my home, and just fine at any and every Starbucks.

Now here is the error message, and thanks for any suggestions you have:

"Internet Explorer cannot display the webpage

    What you can try:

    Diagnose Connection Problems

    More information

This problem can be caused by a variety of issues, including:

    •Internet connectivity has been lost.
    •The website is temporarily unavailable.
•The Domain Name Server (DNS) is not reachable.
•The Domain Name Server (DNS) does not have a listing for the website's domain.
•There might be a typing error in the address.
•If this is an HTTPS (secure) address, click Tools, click Internet Options, click Advanced, and check to be sure the SSL and TLS protocols are enabled under the security section.

    For offline users

You can still view subscribed feeds and some recently viewed webpages.

    To view subscribed feeds:
1.Click the Favorites button , click Feeds, and then click the feed you want to view.

To view recently visited webpages (might not work on all pages):

1.Press Alt, click File, and then click Work Offline.
2.Click the Favorites button , click History, and then click the page you want to view."

Good suggestion. I looked and it already is on "Automatically..."

I should have mentioned that this issue occurs with Firefox and IE.

Are other people able to connect? Does your phone? Could just be on there end.

Make sure you're connected to their wireless networks and then..

          Do this:

click start > Run > Type in 'CMD' then Enter

When there, type in 'ipconfig /all'

When the results appear, scroll all the way up to see your IP settings. Tell me what they are.

Scroll back down then type 'ipconfig /release'

once complete, type in 'ipconfig /renew'

This should give you a different IP address then the one you had originally. List both down and tell me if it works or not.

Also, does this shop's WiFi has encryption? Or has a login page?
