Instrument looks like an old portable organ.

The microphone looks more like a handheld mouthpiece to a megaphone or something taped to a mic stand, but there's so much tape on it it's hard to tell. Did it sound like a megaphone? I had to watch it without sound.

the mic has a cable like it is some type of cb mic from the good ole days ... what it's hooked up to i'm not sure ... perhaps just an amp.

Edit: Also, I'm not a Modest Mouse fan per say, but the song being played in that screen capture is bad ***
