Make up what character? Female Robin was in the Dark Knight Returns story. Makes sense since this Batman is based on that story

Yeah it would make more sense to have batgirl because its just much closer to the story. Gordon's daughter and you know, Batman.

Making up, it seems to have come out of nowhere to have this character in there still.
