I couldn't agree more about the Flash/Arrow comparison. I mean its hardly The Flash anymore, as he hasn't done much.
In regards to Arrow, I listened to Stephen Amell speak on Michael Rosenbaum's podcast about his workload after Season 3. During Seasons 1-3, he always had a break during the summer to spend time with his family and recoup from the previous season. But between Season 3 and Season 4, he did the Turtles movie and filmed that whole summer and, from what he emphasized, is that he had no downtime/break from the end of Season 3 to almost Season 7/8. My theory is that he requested less screen time to kind of achieve some of that downtime and also spend time with his family. I think this is almost evident when you see the writing from Season 4 and forward and the decrease role his character plays.
Not sure what the case may be in The Flash but it could be the same situation. The Flash seasons 1 and 2 were always my favorite but it has just fallen off like Arrow. Yes, in the comics they sometimes work as teams, but they primarily work on their own. Something I wish they would get back to but I doubt that will happen.
I used to get excited about each of these shows, but now I just forget they are on most of the time, which is quite unfortunate because there are so many story lines you can explore with a character like the Flash.
