This is a tough one as I think it's a toss up between Riker and Data. Those two characters showed some significant growth through the 7 seasons of the show. I think I will go with Data because I really enjoyed his exploration of what it means to be alive and his striving to become human. The relationship he had with Geordi was one of the strong points of the series as well.

I'm going with Worf. The 1st couple of seasons they had him as nothing but a hothead who wanted to do nothing but fight 24/7. The last 5 seasons they showed he had many sides to him, which was further expanded upon when he joined the cast of Deep Space Nine. Honestly Deep Space 9 was the best out of all the Star Trek series.

Picard just edges out Data for me. Early on, Riker would be 3rd, but he fades into the background as the series goes on. Worf picks up the slack, becomes a quality character and takes his place. Geordi and Crusher were meh for me, and the less said about Troi the better.

                  Eh Id say Q.

No one kept the enterprise on its toes more than the demigod who loved mischief yet still had a soft spot for Picard.
