How do I rate people when not playing? I remember the name but can't find where to do it.

I was playing PGR 3 and this guy slams into me and plays dirty 2 races in a row putting me in 2nd both times the 3rd race I decide homie dun play dat and slam into the back of his car on the first turn sending him directly into the wall then he tells the host(his friend) to kick me off for it and says "people sure play dirty in this" so I want to give him negative rep. I don't talk while playing so I couldn't say anything and got kicked out of the session so couldn't press the give review button.

You can go to your Friends List in the dashboard, then go over to the right, I think, two spots, to Recently Played. He should be there. Hope you remember his Gamertag.

Nope he wasn't on the list. I played more races after it so I guess it pushed him out. Got the next guy that was intentionally causing crashes though,2/3 were 6 car pile ups to my advantage but still not cool.
