I don't think there were any copy restrictions to the games either. You could burn any game and play it without mods if my memory is correct. You can probably find a site and download a ton of games too although any further info is probably against the TOS.

It's still illegal as hell probably. Most of the DC games can be had for a few dollars now. The only reason to really bootleg games would be to play unreleased stuff, like Propeller Arena. That game was supposedly cancelled due to 9/11, but it was really cancelled because the DC was near the end.
