I wouldn't say it's better than GTAs, just different. The first Saints Row set out to be a GTA-like game and it succeeded in that. The biggest difference is the manual aiming - and its the same when you're driving and shooting too. I like it - more of a challenge. You can modify cars, paint jobs+nitro+spoilers,etc, and save them in your garage, even if you take them out and blow them up. If you do, it'll cost 500 bucks for a full repair.
If you don't like GTA games much, I'm not sure how much you'd like SR - there still might be a demo for the original to give you a taste of what it's like.
I really enjoyed the multiplayer in SR a lot more than GTA 4's. The bling my ride game and the co-op levels were really fun and could be played with system link. The entire single player SR2 campaign can be played seamlessly with co-op, much like in Crackdown.
The sequel due out tomorrow, as you have heard plenty of times in this thread, is so over the top in what you can do, it is a riot. You can create some freaky looking character and have him/her/it appear in all the cutscenes - good for plenty of laughs.
GTAs, 4 at least, set out to tell a story in an R rated movie, but SR2 is slightly different. Yeah, the story telling aspect is there, but the fun level is elevated big time.
