Gamespot had some news and image from E3. Oddly enough they seem to have cancelled the Gamecube and Xbox versions and now only coming for the PS2.

All the details from E3








From the looks of it they are going the original Risk (PC) route and option sets with added animations.

Looks very much like Risk II that came out for the PC 3 or so years ago - not a bad thing.

Graphically it does look like Risk II but does not seem as if they are implementing the real time fighting.
